When the City of Burbank engineers decided in 1967 to use sewage plant effluent for cooling tower make­up without removing the phosphate and without final filtration, it was a bold decision. Although there were many installations utilizing sewage plant effluent for cooling and even some for-boiler water make­up, these installations pretreated with lime to remove the phosphate from the water.
