The Water Resources Planning Act of 1965 created a cabinet level Water Resources Council and assigned it the responsibility for maintaining a continuing appraisal of the adequacy of the Nation 's water resources to meet present and future demands. The Council is now reporting on its Second National Assessment, a multi-year effort by federal, state and interstate agencies to de scribe the availabilities and uses of water and to identify existing and future problems.
