Water resources are used for many well-defined purposes including domestic and industrial consumption, irrigation, recreation, hydroelectric power generation, and waste assimilation. The rapid urbanization of society and the vast demands placed upon industry have combined with other factors of social change to make us vividly aware that the supply of surface water available for all uses is relatively fixed. The rate at which this supply is used, however, is increasing rapidly.
