68-14: Water Conservation From the Standpoint of Private Industry

"We are going to have to scale down our thinking a bit; we have 
been talking about all these grandiose government projects such as the California State Water Project, the reclamation of large amounts of agricultural water, etc. Now we are getting down to the problems of private industry, such as the various restrictions due to water air pollution control and how we are trying to live with these 
restrictions.
