My subject is Review of Thermal Pollution Problems, Standards and Controls at the State Government Level. Interesting enough, thermal pollution, up to this point in time, has not been a problem in Texas. Establishment of temperature standards has been of interest to us and to our industries, particularly our electric utility companies. The consumptive use of water is of concern to us -- for plants that use cooling towers (the practical alternate method to using stream or reservoir water) use more (consumptive) water per kilowatt hour generated than do plants which are able to circulate their cooling water in lakes, bays, or other bodies of water
