Debris accumulation in cooling-tower basins continues to pose operational and hydraulic 
challenges across industrial cooling applications. Even moderate debris loading can 
meaningfully influence pump suction conditions, net positive suction head (NPSH) margin, 
system reliability, and exposure of maintenance personnel. This paper proposes a practical, 
measurement-driven framework for selecting between stationary (fixed) screens and traveling (mechanized) continuous-cleaning screens. The method emphasizes field-verifiable parameters such as approach velocity, blinding rates, seasonal debris behavior, and operational constraints, along with an introductory risk assessment using simplified FMEA principles. While the screening technologies themselves are well-established, their application in modern cooling systems requires a clearer understanding of lifecycle cost drivers, including labor, safety, and unplanned derates. Stationary screens remain appropriate where debris loads are low and predictable, whereas traveling screens may offer substantial value in environments with variable debris profiles, constrained access, or high uptime requirements. The intention is to provide a grounded and vendor-neutral guide that a plant engineer or early-career practitioner can apply using readily available tools and site data.
