It is the exception rather than the rule when field test conditions agree closely with the design conditions on which a cooling tower was sized. Thus, in many Cases it is not immediately obvious from test data whether or not the capacity of a given tower is sufficient to meet the design requirements. It is even more difficult to determine readily the magnitude of the difference between actual and required performance.
