The first installation of routing the discharge from a wet flue gas desulphurization
(FGD) system into a natural draft cooling tower shell in the Western Hemisphere
was completed at the 620 MW supercritical coal fired Unit 3 at AEP/Buckeye
Power’s Cardinal Plant in Brilliant, Ohio in 2011. The cooling tower was also
converted at the time from a crossflow to a counterflow configuration with a
fiberglass fill support structure (FRP). This paper will describe the process for
determining the scope of the retrofits, highlight construction challenges and the
successful operation of the FGD and the cooling tower conversion.
